If you can get the circle cut out of two layers of corrugated cardboard, that would work pretty well. The hard part for me is cutting the curve in the cardboard. The other thing you could do is get some thin sheet metal and make a ring. Wait! I remember someone using an embroidery hoop. Never mind, those don't come in 29-inch sizes. What about a pipe clamp? It's thin metal and it might just work! You could use nails, then put the pipe clamp inside the nails. That way you would have the metal support without having to find and cut sheet metal. You can get pipe clamps fairly easily at plumbing and hardware stores. It might be hard to find one that size, but you could use two or three or more together.
